Policies |
Philosophy
The Department of Student Life espouses a developmental
theory of student government. As students mature,
the University empowers them to be more self-governing.
This is done by placing responsibility for behavior
with students. By doing this, students accept
accountability for all consequences, whether positive
or negative, for decisions that they themselves
make. Residence hall policies reflect this developmental
process. When it becomes apparent that students
have chosen behaviors not compatible with Christian
values and University standards, discipline may
be necessary. All University policies apply both
on and off campus. |

Alcohol/Tobacco/Drugs
The University prohibits the possession and consumption
of alcoholic beverages and/or tobacco, anywhere in or around the residence halls, on the Univeristy campus, as well as off campus and/or full or empty alcoholic
beverage containers (even as mementos or decorations). Therefore the University will consider the following to be "use" of alcohol, tabacco or drugs: • Odor on breath
• Possesion on a person, in a car, or in a room or campus housing.
• Purchasing or selling.
• Possessing empty containers in any campus housing, room, or unit.
• Behavior that indicated consumption.
Because La Sierra University seeks to be redemptive in implementing student discipline the following steps will be taken when there is an alcohol, tabacco, or drug infraction:
• Student is autimatically suspended for three days.
• Student makes an appointment with the Counceling Center for an evaluation, and
completes an education quarter, Alcohol Edu.
• Student continues at the University under the disciplinary status of Citizenship
Probation.
• Discipline Committee is called based on severity of situation.

Beds
Waterbeds are prohibited. Any other bed larger
than a twin size must be approved by the Dean. |

Chemical
Usage/Dependency
In harmony with the laws of the land and the temperance
and health principles of the Seventh-day Adventist
Church, La Sierra University holds that a drug,
alcohol, and tobacco-free lifestyle is essential
to campus life. The unlawful use, possession,
distribution, dispensing, or manufacture of controlled
substances by anyone is prohibited, and that person(s)
will be prosecuted according to the law. The University
provides therapeutic help and referrals to anyone
in the University involved in substance use or
abuse. Discipline for chemical usage may include
random drug testing. This policy holds precedence to students while on or off campus. |

Cooking
Cooking is not permitted in the residence halls'
rooms in accordance with Riverside Fire Department
regulations. All residence halls are equiped with a comunity kitchen.
At no time are meat, poultry,
fish and other seafood permitted in the residence halls. |

Decorating
your Room
Keeping the residence hall in the best condition
possible is a primary concern of the administration.
Remember that at the time you check out of your
room, all damages will be evaluated and charged
against your room deposit. Plan the decorations
with your roommate. It is frustrating to a roommate
to find the room already arranged and decorated.
Walls. Angwin, Calkins,
and Gladwyn: If you need nails on which to
hang pictures, please fill out a maintenance request form
at the front desk. In Sierra Towers, bulletin
boards are provided in each room.
Posters. Because
of the fact that tape and other adhesives
leave marks and cause damage to the walls,
it is advised that, in Angwin, Calkins, and
Gladwyn, posters be mounted using poster putty.
Paint. Painting is
allowed only with expressed written approval
from all roommates and the Dean. The University
will supply the paint if painting in a University
color. If the quality of the paint job is
not adequate, the resident will be charged
the cost of returning the room to its original
condition which could be as much as $200.00.
Furniture. Room furnishings
include beds, desks, dressers, chairs, and
vertical blinds. You are responsible to keep
all furniture assigned to you. If it isn't
in your room when you move out, both roommates
will be charged against their room deposit.
At no times is it permissible to remove furnishings
from your room even temporarily, without a
Dean's approval. Moving furniture without
permission will result in a minimum fine of
$25.00 per item of furniture moved.
Students without a roommate but paying for double occupancy, must keep all furniture in the room and may occupy only the furniture assigned to them. This includes one bed, one desk with study carrel, one chest and one chair.

Destructing
of Property
Malicious destructing of property or tampering
with equipment such as telephones, furniture,
signs, or fire extinguishers is forbidde and may result in disciplinary action and/or fine. |

Door
Closing Times
In Angwin, Calkins, and Sierra Towers the doors are locked at 10:30 p.m. nightly for safety reasons. If you need to leave the residence hall hours, you are required to sign out/in at the front desk.
Residents who prop open a locked door
at any time compromise the safety of every
resident in the building and will be
subject to disciplinary action. |

Door
Decorations
Only the names of the residents are allowed on
the students' door. Large or inappropriate decorations
are offensive to the community and should not be displayed. Lewd, indecent, obscene or racist behavior and/or displays of this kind of material will not be tolerated and will result in disciplinary action. This includes but is not limited to the possesion or display of pornographic and/or sexually suggestive material, and derogatory racial/ethnic material in any form on school porperty. Other door/room decorations must be authorized by the Residence Hall Dean. |

Dress
Attire is to be modest and conservative. Because
the lobby is open to the public, sleepwear should
not be worn in the lobby. (For further information
regarding the dress code consult the Student Handbook
or your Dean). |

Drugs
Drugs without a proper prescription (if required),
marijuana or other non-prescribed drugs are not permitted on campus,
in and around the residence halls, as well as off campus. Violations
of this policy will be subject to disciplinary
action (See above for details regarding disciplinary action). Students are not exempt while on campus
from state and federal laws regarding the use
of drugs. Anyone using drugs runs the risk of
expulsion from the University and the risk of
legal action and court convictions. This policy
includes the prohibition of possession of drug
paraphernalia on and off campus. All contraband will be
confiscated and destroyed. |

Electrical
Appliances
Popcorn makers, hot plates, electric skillets,
toasters, broilers, or other cooking appliances,
heaters, air conditioners, and blenders are not
permitted for use in students' rooms. Microwaves
are available in designated areas in Angwin, Calkins
and Gladwyn, but are not permitted in the rooms.
Microwaves are permitted only in Sierra Tower's rooms. |

Extension
cords
Extension cords and multi-adaptors are not permitted
by law. Power surge protectors are okay. |

Fire
Alarms
It is illegal to trigger a fire alarm falsely
or to tamper with the fire equipment. The offender
is charged a $200 fine. A citation will be issued
by the City of Riverside according to UFC 1302.3.
The Fire Department can cite the offender for
a misdemeanor, and the matter then becomes a court
case. In case of fire, residents should not attempt to leave the
area in their cars due to the possibility of vehicle
congestion with fire equipment. |

Fire Drills
Each residence hall is required to hold periodic
fire drills. Whenever the alarm sounds, you must
leave the building immediately by the announced
procedures as posted in each resident's room,
or by the nearest exit. Leave your room lighted,
with the door unlocked but closed. Go directly
to the designated areas until record has been
taken and the alarm is discontinued. Residents
should be 100 ft. beyond the building. Only return
to the residence hall when instructed to do so
by the Fire Chief, Deans or other
University official. |

Fire Prevention
Electrical appliances, (frying pans, hot plates,
etc.) candles, kerosene lamps, incense, fire crackers
and other flammables are not to be used in the
residents' rooms. The illegal use of or tampering
with fire protection equipment such as fire alarms,
fire escapes or fire extinguishers is a grave
violation of campus and city fire ordinances.
The misuse of fire extinguishers, fire alarms,
or other fire protection equipment will be subject
to a $200.00 fine, according to the Uniform Fire
Code 1203.3, and/or other discipline. |

Firearms/Explosives
Possession of firearms, guns, CO2 cartridges,
BB guns, ammunition, knives, paint ball guns,
or any other kind of weaponry or explosives (including
firecrackers) in the residence hall is strictly
prohibited. NOTE: Any object that has the same
appearance as a firearm is considered illegal.
Possession of such is cause for question and warning. |

The State of California and La Sierra University
prohibit all gambling in any of its forms. |

Group
Damage Policy
Areas and property for which each resident is
responsible include: the lounges, lobby, elevator,
stairs, recreation rooms, laundry room, doors,
walkways, fire extinguishers, restrooms, exit
signs, and lights. In other words, all residents
hold responsibility for all public areas. When
damages or filth occur a period of 72 hours will be allowed
for the person(s) responsible to be identified
and held accountable. If the person(s) is not
identified, the cost will be charged to all residents
in the surrounding areas, depending on the extent
of the damage/filth. |

Guest
Rooms
Rooms are available in Angwin Hall, Calkins Hall
and Sierra Towers on a limited basis. Make reservations through Angwin,
Calkins Hall or Sierra Towers Deans. |

Halogen
lamps
These lamps are not permitted because of immense
heat and danger of fire. |

Hazing
According to section 10581-10583 of the California
Education Code, hazing or intimidation in any
form of any student is forbidden. |

Illegal
Possession of Contraband
Malicious destruction and illegal possession of
property or tampering with equipment such as telephones,
furniture, signs, or fire extinguishers is forbidden. |

Late
Leaves/Overnights
All freshman and sophomore under 20 years of age
are required to fill out Late Leaves and/or Overnight Leaves.
All students 20 and over are strongly encourage
to fill out leaves, but are not required to do
so. All residents, regardless of age, are to sign
in and out at the front desk. All leaves made
after door closing (10:30 p.m.) must be given
to the Costumer Service Representative. Any leaves found in the leave
box after this time will not be accepted. Any leave policy violations will be subject to disciplinary action. |

Lounge
Furniture
Furniture placed in the lounge and other public
areas is for the use of all residents. Moving
furniture from the lounges to individual rooms
prevents its use by others. Therefore, residents
are requested not to move lounge pillows, furniture,
pictures, or other university property. |

Motorcycles/Bicycles
All motorcycles must be registered through Security
so they can be identified whenever necessary.
Motorcycles, motor scooters, mopeds, and other
motorized vehicles cannot be taken into any residence
hall, operated near residence halls, or on/near the campus, except on roads and
driveways where automobiles may lawfully be driven.
Bicycles may be kept in the residence halls, but
the resident must avoid damaging carpets, floors,
walls, or doors with bicycles. If damage occurs,
the resident will be held responsible. Caution: Security or Maintenance may cut the locks of bikes
locked to inappropriate places (i.e. trees, lights
posts, etc.). If a bicycle appears to be abandoned,
the lock will be cut and owner may claim the bicycle
at Security up to one month. |

Noise
Consideration of others and mutual respect are
among the most important ingredients for successful
residence hall living. Noise levels that negatively
affect study, sleep or other activities will
not be tolerated regardless of the time of day.
It is the responsibility of all residents to
be considerate of fellow students living in
close quarters so that an environment conductive
to academic success and personal happiness is
maintained.
- Minimum quiet hours have been established.
Consideration hours are in effect during the
periods not designated as quiet hours. Students
are reminded to be considerate of their neighbors
and the surrounding community.
- Musical instruments are not to be played
in the residence hall rooms ant any time.
- Perpetual offenders, after notification
from the dean, will have their stereo/musical
instrument confiscated and a fine of $50,00
levied immediately. Further violations of
the noise policy may result in disciplinary
action and/or termination of the housing contract.
Noise Warning Procedure:
- First offence result in a verbal warning
by the dean or resident assistant.
- Second offence results in a written warning.
- Third offence results in disciplinary action (confiscation of offending source of noise, right to make a room change for offending person, and/or fine) or termination of the housing contract.

Overnight
Guests
All residents are responsible for the actions
of their guests. All overnight guests must be
registered at the front desk and approved by all
roommates. This registration must take place prior
to their stay by the student inviting the guest.
A guest may stay up to three (3) consecutive nights or two (2) consecutive days per calendar month without charge. Guests staying longer will be charged $17.00 per night.
Students who are not residents but who continually
stay overnight in the hall will be subject to
charges as a regular resident. |

Padlocks
or Chain locks
Due to emergency procedures (fire alarms), safety
for residents, roommate cohesiveness, maintenance
requests, and state law, residents are not allowed
to install additional locking devices on any doors. |

Pets
Pets of any kind, except fish in aquariums up to
a 10-gallon capacity, are forbidden in or around
the residence halls. If you are keeping a pet, a
$25.00 minimum fine will be charged. You
will be asked to immediately remove the pet from
the residence hall. Please provide your own aquarium
stands and never place aquariums on desks or dressers. |

Physical/Verbal
Abuse and Harassment
Physical abuse, or threat thereof, is not permitted
on or off campus property to members of the University
community. Abusive behavior directed toward, or
hazing of, a member of the campus community is
not allowed. This includes, threats, malicious
pranks, abusive name-calling, and racial or sexual
harassment. |

Possession
of Stolen or Illegal Property or Weapons
The possession of stolen property, illegal materials, weapons and firearms of any kind
is prohibited and may result in disciplinary anction, fine and/or housing termination. |

Quiet
Hours
Since studying, sleeping, and private time are
important aspects of life for the university student,
it is expected that the residents and their guests
will respect the rights of others by maintaining
a reasonable limit on noise at all times "Quiet
Hours" may vary as established by individual
halls, sections, or communities. It is during
these hours that residents should avoid loud talking
or making a disturbance in the hall, keep stereos
and TV's at low volumes, and avoid unnecessary
noise. Violation of quiet hours may result in
disciplinary action, for details see above, Noise Warning procedure. |

Room
Inspection
The University reserves the right for the residence
dean, his or her representative or a University
security officer to enter and inspect the resident's
room at any time, with or without notice, for
purpose of management, health, safety, maintenance
and to investigate and assess licensee compliance
with University rules and regulation. The resident,
by accepting a room in one of the University residence,
acknowledges and allows this right of the University
administration. |

Room Check
If you are not in your own room at the time the
RA does his or her check, it is your responsibility
to report to an RA, or come to the lobby in person
and sign in on the Night Clerk's Report. Your
RA has been given the assignment to personally
come by your room each night and get in interact with all persons
on his or her floor. |

Skateboards,
Skates, and Roller blades
Due to damage to carpets and floors, skateboarding,
skating, or rollerblading is prohibited in all
residence halls. |

Soliciting
Soliciting door-to-door or on University property
is not permitted except when approved as an official
program. Residents are cautioned not to buy from
anyone who is soliciting. Further, a resident
who is approached by a solicitor should contact
the Dean, the RA-on-duty, or the Residential Life
Office. |

Student
Guests
Residents may entertain guests of the opposite
sex in the public areas of the halls. La Sierra
University does not permit opposite sex visitation
in residence hall rooms. Violation of this policy
will result in discipline. |

Theft
or Vandalism
Theft, tampering, or misuse of personal or residence
hall property (e.g. vending machine, furniture,
walls, etc.) is considered a serious offense.
Residents may not possess any item without the
owner's permission. It is advised the you:
- Lock your door whenever you leave your room. This includes the bathroom door for residents living in suite accommodations.
- Keep cash in the student bank or in a commercial
bank account, but never keep cash in your
room.
- The university is not responsible for losses that may occur in your room or in public areas.
Expensive equipment should be covered by your
own insurance.
- When you move out of your room, whether
it be to another room or out of the residence
hall, you must return all residence hall keys
from your previous room!!! Failure to do so
will result in charges against your room deposit
at $10.00 per key.

Trash
Littering in the residence hall and parking lot
is the responsibility of everyone. Please clean
up after yourself. The large bins in the parking
lot of all residence halls are the only acceptable
areas to dispose of your trash. In addition, in
Sierra Towers use the trash chute, but do not
place large items in the chute that would block
the passage. Please do not put boxes, trash, etc.
outside your door, even for a few minutes. Do
not use any laundry room, bathroom or other residence
hall receptacles for your personal trash. |

TV, VCRs and DVDs
Small, portable televisions, VCRs and DVDs are allowed
in resident rooms. Please keep the volume low as
not to inconvenience others. Programming should
be selected on the basis of Christian standards.
The hours of the Sabbath should be exempt from secular
viewing. |

Unlawful
Entry
It is unlawful to enter someone else's room without
their verbal or written consent. You may not obtain
a key to anyone else's room from the desk. Please
do not ask. |

Windows
No signs or other items of any kind may be displayed
in windows. Windows and screens must be kept in
place at all times. |

Living Off Campus
• The Housing Committee will adhere to the stated policy of students under 22 years age living in the resience halls. Occasional exceptions may be made.
• Students under 22 years of age not living with a parent may petition to live with blood
relatives (grandparents, aunts or uncles, brothers, or sisters) and faculty or staff person. • International students, during their first quarter may petition to live with an American-
born family. Family is defined as a husband and a wife, married at least one year, with
or without children.
• Students who have completed a Bachelor's degree or 190 units or are taking less than 8
units in the quarter may request to live off-campus.
• Requests to live off campus other than the above will be considered as axceptions to the
poilcy. Exceptions do not constitute the establishment of a new policy.
• Each petition is considered on its own mertis, with the welfare of the student in mind.
This means that occasionaly a student may petition to live in a situation that meets
general criteria for off-campus housing, but extenuating information or circumstances
may lead the committee to conclude that the situation would not be in the best intrest of
the student. In these rare cases, the petition would be denied.
Off-Campus Housing Petition Policy
• Students are limited to petition off-campus housing one time per year. During the month
of August and September, continuing, transfer and new students may petition. Winter
and Spring quarters, only new students may petition.
• Deadline for turning in off-campus housing petitions is on the last day to register for
classes for each quarter.
• All verification letters of residence from parents and host must accompany petition in
order to be considered.
• Falsification of petition or verification letter and/or change of residence will result in
immediate suspension from school and revocation of off-campus housing privilege.
• Petition to live off-campus for financial relief, will not be considered without written
verification from Student Financial Services.
• Permission to live off-campus is granted on a yearly basis.
